Why it matters: Galiev explained that scanned files could not simply be tipped into the system in bulk—they require cartographic referencing, visualisation of geophysical material, structuring, cataloguing and metadata before they are usable to an investor. He also said NGS would likely need an external vendor for the IT build, noting that Finland’s GTK developed its equivalent in-house over roughly twenty years. This supports a staged archive workflow—scanned → structured and queryable → machine-readable. KAZRC restatement is a separate applicant-led process, not the next automatic archive milestone. S1 S2 The testimony is dated February 2024 and may since have advanced; archive-wide structuring at the evidence cut-off was not established.
External-partner context: Galiev also reported continuing cooperation with the British Geological Survey, including several meetings and calls over the preceding six months. The cited article says the interaction roadmap also covered raw-material processing and plant construction and that a UK business visit was planned for March 2024. It does not identify BGS funding, a contract or a completed digitisation deliverable. S45

Registration answers whether a foreign entity may request data. It does not establish how the archive performs in practice.

Scope: one named company representative’s account concerning one regional branch, before the e-Qazyna migration. It is not evidence of current or nationwide service performance.

At a Kazakhstan Mining Chamber conference in February 2024, Alexander Prushinsky of Rio Tinto Exploration Kazakhstan stated publicly that the company had been unable to obtain certain study-coverage cartograms required to prepare an exploration plan from the NGS Almaty branch; that the archives there were held in sacks in no order, unlike the Karaganda and East Kazakhstan funds he had worked with; that stated timeframes were not being met; and that a request for elementary groundwater-deposit information, with an urgency fee paid, took at least two weeks. The NGS chairman, responding at the same session, cited retrieval times of ten working days for primary information—two days where a report is already scanned—and five working days for secondary. S45
Timing context: the two-, five- and ten-day figures were NGS-reported operating periods in February 2024. S45 Order No. 258, effective 1 August 2025, subsequently established a 15-working-day legal maximum for portal access or copies and for primary-information duplicates, with no more than ten reports supplied to one subsoil user within that period. S28 The two measures are not directly comparable: one describes reported operating periods; the other is a later legal ceiling. No current performance data against that ceiling was found.
Tungsten financing is described in letters of interest—not as committed financing. An April 2026 SEC-filed issuer release said EXIM and DFC had issued letters of interest of up to US$900m and US$700m for North Katpar / Upper Kairakty, supported by JORC-compliant mineral resources containing approximately 1.4 Mt WO₃. The filing did not evidence executed loan agreements or drawn funds and included forward-looking risk qualifications. S36
